Ukraine – Trade Policy Project |
The
purpose of the Ukraine Trade Policy Project (UTPP)
is to support the Ministry of Economy (ME) to
deliver a more effective trade policy function in
GoU. The goal is deeper trade liberalisation
and progress on Ukraine’s accession to the World
Trade Organisation (WTO). The project will work with
a range of stakeholders including the ME, a range of
line ministries responsible for implementing WTO
Agreements and the Verkhovna Rada of Ukraine to
produce the following outputs:

Improved strategic approach to negotiation issues.
·
Capacity developed to implement selected aspects of
the WTO Agreements.
·
Rada
better able to bring Ukrainian legislation into
conformity with WTO Agreements.
·
Improved dialogue and communication with wider
stakeholders.
Activities
Local management and Ukrainian consultants being
provided by Interconsult including the provision of
expert legal advice, analysis, capacity building
from international and national consultants,
training and capacity building programmes for
government officials.

Analysis of conformity of Ukrainian
legislation with standards of WTO and
agreements made in the framework of WTO;
preparation of proposals as to bringing
Ukrainian legislation into conformity with
standards and requirements of WTO - Grant
No. TF 050270. Contract Number DG/CS/3.2 |
To
support Ukraine’s accession to the WTO. a thorough
analysis of the conformity of Ukrainian legislation
with the standards of the WTO and its agreements was
made proposals made for bringing Ukrainian
legislation into conformity with the standards and
requirements of WTO.
Specific Objectives included:
·
Carrying out a legal analysis including
comparative analysis as for discrepancies in
Ukrainian legislation with the requirements of the
WTO system including analysis of the legal acts
entering into force after 2003 and draft laws which
were under consideration at the Parliament of
Ukraine.
·
Define ways and mechanism of elimination of
discrepancies and gaps in conformity of Ukrainian
legislation and WTO agreements; presenting
recommendations as for their implementation and
drafting changes and amendments to be incorporated
into the national legislation.
·
Define prospective of the national
legislation development in the context of Doha
Agenda for further liberalization and improvement of
trade rules.

Ukraine - Sanitary and Phitosanitary
measures (European Expert Service TACIS -
EEC5) |
Interconsult Ukraine LLC involved in establishing a
comprehensive and credible SPS regulatory system in
Ukraine, improving the prospects for increased trade
in food-related products and leading to further
progress in the path towards compliance with WTO and
EU standards. Among the Target Groups and
Counterparts were Ministry of Economy, Ministry of
Health, Ministry of Agrarian Policy, Veterinary
Service, Sanitary-Epidemiological Department, State
Service for Plant Quarantine, the State Customs
Service, the Ministry of the Environment and the
Medved Institute of Ecological Hygiene and
Toxicology. The results of the project were: An
analysis of the effectiveness and compatibility of
SPS measures in Ukraine with the conditions and
recommendations of international organizations; A
comparative analysis with analogous systems in the
EU; A strategic plan, agreed with the counterpart,
the European Commission, and the WTO (if
appropriate) for the implementation of SPS measures,
including a costing and timescale for
implementation.

UK Programme 'Addressing the Nuclear Legacy
in FSU Countries', which is led by the UK
Department of Trade and Industry (DTI) -
Slavutych Fibre Optic Link Project |
The
principle objective of the Fibre Optic Communication
Link Project is mitigating social and economic
impact of the Chornobyl NPP closure by way of
Slavutych infrastructure development and information
technologies introduction.
Project
activities consisted of two main Phases. Phase 1
was for accomplishing preparatory activities; Phase
2 was for laying the cable, setting up means to
operate and maintain the cable, and commissioning
the link.
The
aims of Phase 1 were to:

undertake a marketing study,
·
develop a strategy to meet local needs,
·
reach an agreement with UkrTelecom on
commercial maintenance and commercial operation,
·
develop performance requirements,
·
select the sub-contractor(s) who will develop
a detail design, deliver equipment, lay the cable
and construct the microwave mountings, set-up and
commission the communication link system.
Interconsult provided an expert team to carry out
the activities in Phase 1.

The European Union
Co-ordination Project (EUCOP) – funded by UK
Global Opportunities Fund (GOF) and UK
Department for International Development (DfID) |
The purpose
of the The European Union Co-ordination Project (EUCOP)
is to support the development of Ukraine’s EU policy
co-ordination mechanism for control and
co-ordination of EU policy formation, analysis,
impact assessment and implementation and
co-ordination of donor support for EU-Ukraine Action
Plan implementation.
The goal is to facilitate the
smooth and efficient implementation of EU-Ukraine
Action Plan and further deeper integration of
Ukraine into European Union.
The project should increase the
effectiveness and efficiency of the co-ordination
mechanism established by the Government of Ukraine
by enhancing its capacity and advising on necessary
changes. Attention is to be paid to ensuring the
comprehensiveness and coherence of the co-ordination
mechanism’s functions and of the overall process of
co-ordination. The mechanism should combine both
policy and procedural co-ordination of EU
integration.

Study of the impact of EU Trade regimes on
the Ukraine |
·
For the UK Government’s broad review
of Trade, we analysed the impact of EU Trade regimes
on the Ukraine:
·
Undertook research and analysis to
determine what access Ukraine has to the markets of
the European Union, European Free Trade Area and
Central European Free Trade Agreement.
·
Addressed the following questions:
what is the trade regime faced by Ukraine?; Where is
it exporting to within the EU and what are the main
exports?; what are the barriers faced by Ukraine and
what would be the effects of lowering those barriers
on Ukraine?; identify possible sectoral
sensitivities of EU, EFTA and CEFTA states relevant
to Ukraine?; Identify compatibility of any enhanced
access with other international agreements and WTO
rules.
·
To assess possible trade policy
interests with respect to access to the European
markets, paying particular attention to
possibilities of asymmetric liberalisation.
·
This study included tariff and
non-tariff barriers including safeguard actions,
anti-dumping and countervailing duties.
